In Terminator 2, what would have happened if the Terminator wouldnt have shot the T-1000 when he was frozen?

I was just watching the movie a couple of minutes ago and I was just thinking about it. Would it have changed any future outcome? where would they go? Would the T-1000 keep looking for them even if they successfully escaped from the factory? (by the way I also just noticed that the T-1000 had an extra arm when he was piloting and driving in order to reload his weapon, anyone else see that or was it just me?...lol)
