Using international calling card? Skype?

My husband is currently deployed to Bahrain and has an international cell phone with a Bahrain phone number. I'm due to have a baby any day now and he's had to go to Kuwait for a few weeks. His phone still works in Kuwait, though the rates are $2 per minute to call me, when he was paying about 20 cents per minute while he was in Bahrain. I have the ability to call his phone, though it's $2 per minute from my cell phone.. What I'm wondering is, if I get an international calling card, is the rate going to be the rate based on his phone number in Bahrain, since he has a phone with a Bahrain country code, or will the rate be higher because he's outside Bahrain right now? I figured it would stay the rate to whatever country code I am dialing but I want to make sure I'm doing it the cheapest way possible first. Skype rates are 24 cents a minute for Skype to Phone calling in Bahrain, but will this be the rate I pay since he is in Kuwait and not Bahrain?
