Question about homemade lemon toner?

Hi, so I found a recipe for a lemon toner. I was wondering if it'll be good for my acne-blemished skin and for black heads. Also the ingredients are lemon juice, distilled water and some witch hazel. I have absolutely no access to witch hazel so can I make this toner without witch hazel and some other substitute that has good qualities for the skin? Or another good home-made toner would be amazing. thanks and 10 pts for best answer.
